In the olden days people used different kinds of communication like they wrote letters, had to ride bikes to talk to people.
They didn't have mobile phones and technology in that time. But to call people by phone you would have to get the person the you call to and you would get a person who would ask if the person your ringing would like to talk to you.
When they are needed to talk to them some times they get people to send there letters to the people they want them to get the letter and they ride on the horse and cart some time it takes two day to get there and even one mouth. When two people want to talk to them fast they ring the operator and the operator gets the person they want and the operator gets to listen on there conversion and can speak when she/he wants.
